I believe it's that way in most states, seeing how you have one set of the duals on the deck or outriggers.
Now if the inside tires were hanging off the edge then there will be problem.
But there is a way to cure that problem also.
Place good hard wood blocks on the axles and deflate the tires so your load is sitting with pressure on the blocks. Chain down and go.
I have done this before. Kinda like loading a really wide beam trl. No fuss no muss.
