You are correct cluck cluck. I have pulled several western flatbed trailers (for another carrier) and with the no rub rail option, just stake pocket holes.

Its a real light weight trailer and not quite sure as to why other than to save some weight. They are mainly used in the PNW hauling 105,500 lb gross loads. It takes some getting used to

Yep, Been with them since June.
Still learning their system. Worked with the folks in the Davenport office years ago when we were all with another company that closed down.

The chains or straps front and back fullfill the requirements of 393.102 and the general "immobilization" of cargo. Technically, they should also be touching, or blocked or seperately secured from forward/backward movement. Rubrails are an essential part of the edge protection required per 393.104.

In the original outline for Federal Cargo Securement Rules it specifies keeping "tiedowns and other components of a cargo securement system" inboard of the rub rails, all part of the language boiled down in 393.104 as evidenced in the rest of the description of that original draft.

With the finalizing and implementation of cargo securement now being counted as part of Vehicle Maintenance (which doesn't make sense, either), a lot more of the rules for cargo securement can be enforced, publicized and can be brought to bear on Drivers. Since these are, as you can see, legally cited, they are now additional sections that can now be enforced as part of the CSA system.

Just trying to be helpful. :D
