Yeah I have a set I carry on my truck also. Never have I put them on and hope I dont have to for my sake. Ice snow and cold on the side of a mountain for who knows how long trying to figure them out. Doesn't sound like much fun to me! LOL

Am I missing something? Doesn't using chains exempt you from every 10 feet? As long as you have the weight covered? I'm not saying I wouldn't have wanted a strap their. Just not clear on the law

This area of the regs does not seem to be very well written. Most likely, it seems as though the editing of the online regs has not kept up with changes and/or it hasn't been properly proofed before posting.

    Here's the basics:
Simple enough. However, when reading the Guidance/Interpretation for the same section is where it starts to get fuzzy.
There is no 393.100(b)(2),(4), or (d). 393.100 as posted above is the entire section from the FMCSA webpage. Since the quoted wording is from 393.110(d), I believe that 393.110 is the section they actually mean. Although pole trailers, as referenced above, are not mentioned in 393.110(b)(2), nor anywhere else that I looked. Also, there is no 393.110(b)(4).
The FMCSA regs seem to infer that 393.110(d) is only for "...special purpose vehicles.", but there is not any Guidance/Interpretation for this section. The Canadian publication on cargo securement (cargo securement rules are harmonized across Canada, the U.S. and Mexico) has some clearer wording.
The Canadian wording does not include the term "Special rule for special purpose vehicles.", which I believe was in the original (U.S.) text in reference to things like pole trailers as mentioned in the Guidance/Interpretation for 393.100.

I included the text on pole trailers because it is something that is easily pointed to as an example of not being able to meet the "securement for every 10' feet" rule. We use pole trailers to haul pipe and it is secured by straps only at the ends (bunks).

So, to answer your question, I would say, yes, in the case of the locomotive tank load as posted by SHC the strap is not required so long as the other securement meets or exceeds the regulations pertaining to immobilizing the cargo.

I haul a number of things in the oil patch like vessels, towers, tanks, modular units, pipe, etc. that can only be secured at the ends and I have never had a problem with enforcement. I also don't run in the U.S. anymore, so, as always, YMMV.

I'm guessing they will put you up at the super8 across from there terminal, the Petro is across the street as well, watch the corners on your road test,

Hold your ground on going flatbed, they will try to push you into reefer
