    That's a lumber tarp over that coil and the strap in the back is to hold the extra tarp that's rolled up back there....I believe he's referring to the nitwits that throw straps over tarps to secure them on the load instead of learning how to correctly secure them.:biggrin_2559:

    Is that a lumber tarp? It looks exactly like my coil tarp, I couldn't tell.
