Prepass even states the scale house knows when you trip the bypass
From prepass site:
If an approaching PrePass-equipped vehicle's weight and credentials are found to be satisfactory, a green light and audible signal from the windshield mounted PrePass transponder advise the driver to bypass the weigh station. Otherwise a red light and audible signal advise the driver to pull into the weigh station for regular processing.
A secure PrePass computer located inside the scale house accesses the vehicle information associated with the transponder, and validates it to ensure compliance with state requirements. At the same time, technologies such as weigh in motion (WIM) scales are often used to verify the truck's configuration and ensure axle and gross vehicle weights are within acceptable limits.

I don't recommend running a scale either but have no other way of proving this unless you try it yourself. No one is going to tell you how the system actually works.

They were PLENTY talkative when I was there and what they were showing and telling me.
Because what surprised me was the difference between weigh-in-motion and Pre-Pass.
The difference being WIM had a picture showing both the license plate/driver AND the side of the truck showing the DOT # and company name to go with the same information that Pre-Pass had.

Well MNdriver that's interesting. I have never been shown the actual deal but was told by an officer how it all worked and personally tested his theory. I would imagine that if what you are saying is true about the prepass then I would be in jail right now. Either that or all 9 scales that I passed were to lazy to come and get me. Not saying whatsoever that you are lying or making it up. In fact, truth be told I am not 100% on this whole theory. Just going by what I was told and what I did. I have personally never seen the actual computer or video or setup at the scale house with my own eyes. Would definitely like to know exactly 100% how the whole deal works for certain. I just can't believe that no one said anything passing that many scales and they were all open. It wasn't just at one point of the day either. It was over an 18 hour period Sunday-Monday.
