An accident you could have prevented. i.e. you could have slowed down, stopped, swithed lanes, or maybe should have not been there in the first place.
I hit a deer on I95 in MD. I'm going 62MPH and the deer comes across the highway full speed. This was recorded as non-preventable because there was nothing I could do to avoid it. Unfortunately most accidents are going to be alot harder to prove when you have 2 sides to tell a different story. -
IF YOU WOULD HAVE WAITED 5 MINUTES LONGER YOU WOULDN'T HAVE BEEN IN THAT PREDICAMENT!
So by this rule of thumb...every accident is therefore "preventable"! -

"IF YOU WOULD HAVE WAITED 5 MINUTES LONGER YOU WOULDN'T HAVE BEEN IN THAT PREDICAMENT!"
So to go to that extent would be like saying "If you never started driving you wouldn't have been in that predicament." -

Not always. I had a backing and of course it was preventable I screwed up up. no big damage just a tire, but my buddy had a werner drive into him and it was a non preventable and shows on his DAC that way and he left swift and pissed them off when he did.
