Those trailers that do that frequently need the brakes adjusted. AND... you can usually get the slack adjusters to do the deed. Do stick your head down there and make sure you don't have a grossly misadjusted brake! Rusty or bent slides can be a problem, as can pins that don't release.
On a flat surface with the parking and trailer brake knobs pushed in, stomp on your brake pedal holding it down for a moment. You want to get around 80 PSI... while holding the pedal down. Do that three times. Now try sliding your tandems. -
