    Click on the "SETTINGS/SUBSCRIPTIONS" tab under where your profile name appears at the top of this screen. See it? :)

    After you open that tab, the "edit profile picture" is on the left.

    Your image is too large. There is a description of the avatar limit. Your image can not be larger than 80x80 or 19.5 kb. Anything larger and the software will refuse it.
