    Maybe the issue isn't the small carriers, but the megas since they seen to flex so much power that seems to always end up in some kind of unfavorable court action.

    OOIDA v. C.R. England: Truckers awarded $1.3 million
    For more than 10 years, OOIDA chased C.R. England through a legal maze on behalf of truckers taken advantage of by the Salt Lake City-based mega-carrier. This week, Judge Ted Stewart of the U.S. District Court for the District of Utah signed again in the case of OOIDA v. C.R. England, entering final judgment in favor of truckers. The court awarded the class more than $1.3 million.

    small carriers are not the major culprits

    its the corporate mentality of treating drivers like mules, until they drop dead
    and if the drivers listens to his dispatcher and drives too much, and has an accident, the company abandons their mule for a new mule

    They teach this in college now a days. How to squeeze blood out of a turnip 101. They cancelled the Humanities class. It's not needed anymore.

    the purpose of a penalty is to inflict some type of monetary "harm", whether it is a parking ticket, or a multi million dollar lawsuit

    if a parking ticket is only 50 cents, no one would bother to adjust their habits, because the penalty has no deterrent value

    in NYC, a parking ticket can cost you $200 because people flaunted the $25 and $50 tickets

    in Podunk USA, a parking ticket is $5 because people generally do not park illegally and if they do, its no big harm to the municipality

    so when companies like England, Phillip Morris, Bank of America, and the likes pay a penalty,, if it isnt a cost prohibitive amount, they will not change their behaviors or attitudes towards their customers, workers, victims

    $130,000 is the cost of ONE TRUCK for CR Englad
