In the process of applying for my mc #
I own a truck which i haven’t transferred it to my name just have the reverse of the title signed and bill of sale do i need to provide proof of ownership when i finish up my application for the mc or i can wait it out until the 3 weeks have passed??
Reason for wanting to wait is here in texas i need insurance for plates and don’t want to have insurance rolling while i wait the 3 weeks for my mc number

You will not be able to get an apportioned plate until your MC is active. Your MC being active provides proof of insurance. Your insurance will need to be rolling for your MC to be activated. Many states require the title be in the owner's name, not necessarily the carrier's name. If you title the truck in your name, but the carrier is a corporation, you will also need a lease, so title it correctly in the first place.

you don't hold title to that truck, get it in your name and then you can legally get plates and insurance.
