Some drivers are stretching their drive times, for instance making a seven-hour trip in (as quick as possible time) and then logging it "legal" at five and a half hours.
These drivers know that if a trip averages about 45 mph in the real world, you can log it at 60 mph and it will pass DOT scrutiny. It's a slippery slope, but plenty of drivers do it with paper logs.
