First off the qualcomm system does not know where you are all the time, it has the ability to, However it depends on what your employer has requested in the subscription. And this is satellite not cellular so airtime is expensive.
The system only knows where you are after the system has quired your truck. It is not constantly transmitting data back and forth as cellular does. The system will query your truck as often as the subscriber wants to pay for. Some companies want anywhere from hourly to every 15 minute updates and in the case of critical load Qualcomm offers minute by minute but it real expensive.
As far as your dispatcher getting your location wrong, well that because your company has not trained them or does not allow them to get real time updates, so they can only see the last query which in so cases maybe very old.
There are a multitude of different interfaces available, which are capable of reporting, and or adjusting things such as speed governor, rpm limit and even shutdown commands. They can report all functions, speed, rpm, engine temp, oil pressure etc.. Just depends on what the subscriber wants to pay for.
At Qualcomm its about the money, the more your company wants to know the more it costs for interface for the truck as well as satellite air time or as they call data packets.
If your company orders a report from qualcomm on your tractor it will be accurate as to time, location, speed, direction or any other data they have subscribed to. Can't blame the system because an auditor or dispatcher does not know how to use it.
Qualcomm locations have to be read carefully, they are not phrased what most would consider normal. It might say Sedman CA, NorthWest 40 miles, I-40, EB, 53 . Well dispatched beeing what they are wont look this up to see your 21 miles east of Barstow or Newberry Springs. They see Sedman your log book says Newberry Springs, and they flag it for safety. Were you wrong no of course not you were absolutely correct, Were they wrong yes because they are untrained and do not fully read the screen.
This got this way because Qualcomm started using the orginal GPS Satellite markers instead of the corrected cities for locations. They are correct but you have to be smarter than a box of rocks. Qualcomm was suppose to change over to closest city but I do not know if they have done so as yet.
When you send a status change from the truck this also is suppose to up date location, of course depending on options chosen by your company.
Qualcomm has a limitless list of options and customization available to your company they order has much or as little as they wish, just about they money.
DOT is usally given access to qualcomm records at your companies office, so dont believe a dispatcher when they say oh we dont give that up. These records are considered supporting document to a shipment which gives DOT access if they want it. It does not cost DOT to get a court order just puts them in a bad mood.

A few weeks ago I saw another driver beta-testing a color touchscreen Qualcomm unit. It utilizes cellular so they know exactly where you are 24/7 without any per packet charges. It also reads your route to you and has GPS nav on it. Pretty slick.
Small note here... as BlackBerry is a proper name, the plural is BlackBerrys. Blackberries are fruit, not PDAs. -
It the BlackBerry the unit I should get to use for my own personal internet acces when I am on a long trip?

We use the Peoplenet version of this. It uses cellular with satellite backup, but is usually 5-10 miles off when it comes to current location. I do have the ability to send/receive email through it, but it will only send those messages every 6 hours. Pretty useless if you have anything urgent you need to communicate. It will send/receive messages within the system immediately though. As far as I know it has all the same capabilities as Qualcomm, but is quite a bit cheaper.
