So I was on some more rural back roads in NJ and I noticed a sign that had a truck circled with a line across it...It also said something about local deliveries only and had a number on it...I think it was 1102...Anyone know what this sign means ?

Maybe it was 102 as in no 102” wide trailers.

It’s a 102” restricted road. That means you left the STAA network. You should have learned about this in driving school. Yes you can receive a fine for getting caught on that road. You need to use your map for trip planning & not just rely on your gps.
