I am both a CDL holder and a licensed private pilot. I too have problems reading the numbers in the circles. I do not think that ATP holders with first class physicals can legally fly with these color defects, but I can with my 3rd class physical. Several years ago I was taken to an airport in the Atlanta Ga metro area and the tower flashed lights at me. I identified the colors correctly and was given a color waver by the FAA. I have taken DOT physicals in several states over my driving career going back into the late 70s and always have been asked to show the person testing me I can distinguish between the 3 colors. To the best of my knowledge there is no law in any state or the federal DOT that mandates you must see those colors in the circles. With this said I will leave you with something I was told by a medical doctor in Arkansas back in the 90s. It is the medical professional that's affixing their name declaring you fit to drive. If said professional wants you to pass that color test in the circles before they declare you fit to drive, its their right as professionals to do so.

Every test I have done is different. I am handed a card ane have to tell them what color it is. Sometimes they make me looking into a machine to read letters for vision test and then tell them what color etc. In Ohio they test for it for it for it foe normal liscense too so it you can drive a car with no issues you should be fine.

As was mentioned by @snowwy, sometimes you'll find signals mounted horizontally. This is generally limited to smaller towns though.

The order is red always on the far left, yellow, green on the right, which according to this is the law at least in NC.
