As a business owner I have 2 trucks 1999 pete so I know thats exempt but my 2006 international runs local never goes out of a 100 mile air radius so do I need to have a EDL for that truck?

Other than the age issue, the truck does not matter. It's the driver that matters for eld or not.
If it's always driven by the same driver that meets the following criteria:
    1. Does not go over 100 miles
    2. Works no more than 12 hours a day
    3. Start and stops at the same location
He needs e-logs if he does not meet that criteria 8 days out of 30

If it's driven by the driver of the 99, say he works Mon-Thursday OTR need to do full graph logging. He comes back and on Fri uses the 2006 for local runs. He would need an e-log in the 2006, as with that schedule there is no way he could use the 8 day exemption, if he does that every week.
If the 2006 driver is running 14 hours a day, it needs elogs (and should be doing paper logs right now)

If that doesn't make sense to you, can you give an example of the drivers weekly hours to get a better idea of what is required?
