    That's pretty much what I guess will happen. The courts haven't spoken yet on the upcoming Dec 2017 deadline but I'm betting it'll be around 2020 or later when some form of ELD is mandated across the board. I also think there will be more exceptions made to ELD like the 1999 trucks part. I'm not talking about 1 truck independents hoping they will be exempted. There are just some segments where ELD's will not work due to the inflexibility of current HOS regs.

    Grain/Feed haulers.. Packing house livestock trucks/Pharmaceutical operation....Most perishable operations.

    I think you could add also oversize & heavy haul.

    The ridiculous "30 minute break rule" that does nothing for safety for which they get exempted from.

    There will have to be flexibility or selective rules like that for various segments.
