Question for CAT 3406 Guru/Mechanic

Freightliner still made good trucks back then. My '96 has the same 64" Able Body sleeper. Mine has the mechanical Kitty though.
Might be a great buy if it wasn't abused over the years. -
IT looks like its been rode hard but still fixable for the right price. First thing I noticed was the tanks being in the wrong place for an EX hood. They could've been ordered that way factory but the Classics didn't usually have the big round tanks like that.

It has a PTO/Wetline. If you stare hard at the pics, you can see the mounts for the hydraulic tank on the frame rail just behind the passenger side fuel tank. Also, you can see the hydraulic tank sitting in the back of the pick-up truck parked on the passenger side of the truck.
I can only assume the fuel tanks are where they are to make room for the hydraulic tank...
The truck has tons of potential and is "mostly" complete. I told the current owner, I'd only feel safe buying this as my first truck if it was brought to a shop and gone through with a fine-tooth comb.
I don't have the time to complete even the simplest services. Fluid and filter changes from bumper to mudflaps. Hoses, belts, grease, brake check, etc...
The truck has been sitting for a few years and it shows...
The current owner had the engine/trans/rears done not many miles ago, and I'm told, all still have 1 year left on the purchased extended warranty.
Considering the asking price of the truck, I'm sure it's an as-is deal.
Just for reference, what would YOU pay for a truck like this if the owner had paperwork proving that the engine/trans/rears only had 32,000 miles on them? -
Honestly I'd have to look the truck over real good to give a price.
The big question is why has the truck been sitting if all that work has been done to it??? There is probably no warranty left since its been sitting for a while.
Is this guy trying to pull a fast one over on you thinking you have no knowledge? -
The current owner is a friend+co-worker I've known for just over 3 years. And we'll continue to be friends+co-workers after the purchase.
The truck's been sitting because (as you can see) she owns a Peterbilt. She thought the truck was sold, but ended up getting the truck back when no money ended up changing hands... -
Well that explains why it sat but really makes no sense as to why she was wanting to sell it after putting a lot of money into it.
ANyway if you don't buy it let me know I'd like to take a look at it. -
The other truck is an 07 Pete. Which one would you sell? But back when the Freightliner was her only truck, she'd do whatever it took to keep it on the road.
