So I finally just called CSA to get a straight answer from them. I was told that officers have two options of issuing a violation, either a federal level or state level.

Federal levels result in an inspection of the vehicle and that data is collected and used by CSA.

A state-level stop can result in a verbal warning, written warning, or citation, but does not get used towards CSA.

An officer can choose to issue both at the same time if they wish.
