That web site is misleading about who has access to health records. Many do but no names are associated with it. It's just for statistics.

When I was 25 I got really drunk, had a fight with my girlfriend and made a couple of stupid remarks. She called the cops and they put me in the looney bin on a 3 day hold. I wasn't arrested or charged with anything. Anyways I have my TWIC. OP, you have nothing to worry about.

Involuntary commitment (Where you were held by order of a judge) is GOING to come up on anyone with the government doing a BG check on you.

Now why this is a disqualifier for getting into a port facility is the real question. Heck, most truckers you will meet qualify as crazy in one way or another. Since getting involuntarily committed is almost always a suicide attempt, I fail to see how this somehow makes you a menace to our ports.

If you have been admitted involuntarily or voluntarily to a mental health facility (Such as a legal 72 hour or 5 day hold or commit to a facility etc) it will impact far more than your TWIC application. An example will be here in Arkansas if you tried to fill out a background check to purchase a weapon the check call will likely reveal from ATF that you have had time in a facility and lose the ability to purchase (In other words the gun store on the phone will hear do not proceed on the phone for that sale check)

It is far better for anyone not to be involved in Mental health at all. Not even medicines like Depakote which is a Bipolar type MH medicine.

You can try to apply, but remember that if you go the Enhanced drivers license route instead you might bypass the TWIC and be able to get onto bases and federal installations by possessing a enhanced license from your state which is essentially a gold star stamped on it meeting federal guidlines for proving who you say you are. In Arkansas it's optional as of the third this month and will become mandatory in 2020. You will need a utility bill in your name plus a birth cert etc. There will be a check run on you.

If you cannot get one then you are going to have issues in the future.

When it comes to DHS background checks it is important to think about "databases" their computerized and available for a fee. It would shock you what a properly formatted boolean search can uncover. While it is true a lot about you is covered by Federal Privacy laws there is so much ancillary information out there that a logical search can uncover it. Lets say someone was admitted to a mental hospital back in 2001. Their insurance paid for it AND some kind of disability was paid. This information is IN an insurance database with the codes describing the reasons. So it goes back to what I said. Think databases. If your in a database where it is clear you have a mental hospital admission and that database can be accessed in the search it WILL come back. A generation ago these databases were not as advanced or as accessible as they are today. If you have been admitted to a mental hospital in the past 20 or so years you can bet there is a record of it. It just depends on if that record is accessible.

A TWIC card is not a top secret eyes only 007 security clearance. All it is, is a card that lets you go get bananas off the boat without paying a fee for an escort. I am a felon. I have a TWIC card. Apply for one if you want to. Tell the truth because you most likely will get one. Will they find out? Who knows, who cares. It is your past. Nothing can change your past.

EXACTLY. The whole program is a joke.I have HAD a higher than top-secret clearance. Because I was working around stuff I can't talk about, even 30 years later. Driving into a port with a van? Gimme a break. If I was a Jihadi, I'd drive through the barricades and do whatever. The entire TWIC program is security theater. WORSE than no security at all.

ACTUAL port security depends on the Coasties doing their job well.

I appreciate everyone about the Twic, learn something every day and yes a old dog like me can take correction where applied appropriately.

In my time you ran into bases of all kinds, even a couple of underground ones they really really want you to forget. (*5mg of Versed please.... that will help...) and ran all over wild and free until some of the gaurds shoo'ed me away from more sensitive areas. It was fun.

There is one tiny thing I should have done to improve my food for the day, requested the OOD to invite me up so I can sample and pay for some of the navy mess food aboard. But they don't particularly enjoy having visitors on warships too much. I can only imagine the thick steaks and taters simmering away below decks while I chased a roach coach for vittles...
