I believe I know the answer to this just looking for second opinions. The r-14 relay valve will leak all air out bottom exhaust port and will drain the secondary air when the parking brakes are applied (button out) I have seen lots of them leak with brakes released usually caused by a back feeding brake chamber. I believe it is just a defective r-14 valve however it was just replaced not long ago. System works fine when brakes are released.
