Hi Chinatown, I can't find anything saying an actual train horn is illegal, although, you may get a "disturbing the peace" citation, if it's deemed too loud by the officer. The other thing, is train horns take a lot of air, between 120 to 145 lbs and I think they have to have a check valve to cut the air to the horn to prevent loss of braking.
