    It won’t be the Schneider’s and companies like that getting checked. It’ll be the cascadias with paper logos taped to the door, and the random west coast companies who everyone knows are probably not proficient in English. Would take 2 seconds here in Oregon to figure out who can’t.

    First of all, it wasn't an executive order, it was an agency decision to remove the OOS status from the violation. Looking at the data from the time, English proficiency was very much small potatoes. Particularly when most of the citations issued were tossed once they went to court.

    Secondly, the boom in capacity had more to do with the ELD mandate driving up rates, then after a brief 'bloodbath' in 2019 - the Covid spike.

    Finally, if this administration wants to get rid of bad actors - go with God. But they don't, they want a flashy headline that engages their base without them having to actually DO ANYTHING.

    In three months time we'll see who's right.

    ICE doesn't have the jurisdiction to set up random check points more than 100 miles from a border.

    While you might not believe that all CDL holders are here legally, that doesn't mean they aren't. And if you want to pursue illegal immigrants who obtained CDLs, having English language proficiency a part of inspections isn't going to do it. Just look at all the veterans who have been deported - I assume English proficiency is needed to get through boot camp.

    And please, don't get me wrong. I want all CDL holders to be able to communicate in English. All I'm saying is this EO is window dressing that won't have any real impact on the quality of drivers on the road.

    Trump reversing Obama-era rule with order requiring truckers speak English

    A memorandum I guess is technically not an executive order. But its effect is still the same. The Eld mandate took effect a year after the “memorandum”. But it does make you question the timing.

    1.) they pass eld mandate rule- that will cause a capacity crunch and higher prices

    2.) ok let’s combat that by allowing an influx of foreign labor.- remove enforcement of the English language rule.

    It’s time for them to go back to Estonia

    I took a big company and a small company just to show inspection rates. Despite all the moaning about over regulation, very few trucks actually get inspected - and that's all this EO is looking at.

    Now if we want to talk about targeted enforcement, you might have a point - but probably not. If the driver can follow the instructions from DOT, they pass. If they have a CDL, then they can probably follow simple instructions.

    The better route to deal with this problem is at initial licensure. But the Industry has said they don't want tougher testing, and Trump V1 went along with it. Or we could hold shippers responsible for the actions of drivers hauling their loads - aka CSA 2010, but that ended up being a nothing burger.

    Lol how did you even come up with Estonia? I have never met anyone from there.
    I don't think it has anything to do with ELD mandate, but more with post Covid boom. All the businesses were hiring (not just trucking) and they decided to let lots of cheap labor in.
    Boom and bust, the usual way of doing business.

    Here's another idea.....how about arresting and prosecuting the CDL examiners who pass them? After a while and a few arrests, the stuff would stop.

    A rose by any other name may smell the same, but a tulip does not smell the same as a rose.

    It was the CVSA - a nonprofit organization comprised of local, state, provincial, territorial and federal commercial motor vehicle safety officials and industry representatives - who issued the memorandum. And enforcement of the English language rule wasn't removed, it just stopped being an OOS requirement. It's hard to get real numbers, but from what I gather, most English language violations don't survive a court challenge.

    Again - I'm all for making sure all CDL applicants can communicate in English. I'm just saying the EO looks pretty but does nothing.
