I also feel the same. Think it's because after Covid all the immigrants who were doing other jobs switched to trucking because of great rates.
I also think because of that, borders were opened up and millions of new immigrants were let in to fill those now empty entry level jobs.

They already do. When an illegal immigrant applies for asylum, he gets a right to work here while their immigration case is being processed and reviewed , which normally takes years

Sorry to hear that. Went through something similar in 08. 23 years without an accident, had over 2 mil. safe miles. Had 2 accidents within a year. Lot of uncertainty, waiting for things to pan out. The insurance and downtime is the killer. Then a year on pins and needles, paranoid of another accident. Seemed like everyone was trying to cause an accident. The fear of the fall out of a third wreck was nerve racking. I seriously considered quitting driving. It’s been 16 years. No tickets no accidents. About 1.5 mil safe miles. Unfortunately sometimes the Law of averages catches you by surprise. I hope things work out for the best. Good Luck.

They all have nice BMWs, Caddies, P/U’s. Talk to them they too are complaining about the industry.

The penalties here are usually nothing to them.

Well, glad to see others agree with me for a change. The Industry has definitely turned a corner. Working local, I see the foreign owned companies getting all the loads. They’re running all the Automotive stuff. I’m the foreigner. Used to be all older guys that looked like me. Still some American born drivers, mostly older running OTR. Pay is .50-.60 cpm. I can’t help but suspect a lot of these Companies are money laundering for the Russian Mob. They’ve grown so fast in such a short time. Started in Chicago, then Miami. Now it’s everywhere. They aren’t intimidated by the Law. They aren’t worried about debt. Like the middle eastern that own all the gas stations. I suspect they’re funded by illegally made money. I also suspect they are doing so with their Governments blessings. That makes me suspect they’re also involved in spying and possibly future espionage. They’re possibly a threat to our country in more ways than economically. Guess that makes me a conspiracy theorist. It’s about as far fetched as the CIA smuggling cocaine and selling it to fund a covert operation, doing studies on mind using LSD, Run a war against drugs, weapons, and all along actually funding the operations of smugglers, hiring the Italian mob to kill people. The Government’s benefitting no doubt. The Italian Mafia is pretty much legitimate Business Owners now. The Russians are just getting started. It’s all about money. Meanwhile Truck Drivers and all workers get the shaft. It’s unbelievable how fast this Industry has gone from a decent living to being a total disaster. More to come, it’s not going to get better. The jobs that weren’t exported after NAFTA, are getting taken by imported workers. Even the Proffesional Medical field is affected. Foreign Doctors come here to get rich, after being educated in their country. Plenty of work visas for them. Cheaper that way. While our Doctors start with $250k student debt. Nothing new. Whether it’s Chinese workers to build a Railroad, or Irish immigrants to work in factories. The money decides. Makes for a great political football for politicians when needed. Win Win.

How could a trucking company prove they cannot find drivers?

A couple years ago @Midwest Trucker posted that even with offering top pay and benefits, he was unable to fill seats, nobody was applying
... How would he convince the government that he is in-fact being truthful about that besides verbally telling them?

What's top pay. Top pay to some may be bottom of the barrel to others. Easy to say, we offered top pay at $.45 a mile. Companies have gotten so big and the government likes big companies. They're easier to control. Just like Amazon they don't care whose trucks they put it on. Cheapest wins. Foreign owned or not foreign owned. The real America had been prostituted out long ago. Nobody even remembers. It's all about that little bit of extra money for those billionaires and trillionaire. Just show me the money F America.
