Ukrainians under the age of 60 are not allowed to leave their country. Majority of the Ukrainians you see were either already here, or came from Europe, where they were working before the war started.

Are you talking about Central European countries like Poland, Czech Republic, Hungary that are located in Central Europe and in the EU, but are still commonly referred to as "Eastern" Europe by Americans?
Or are you talking about countries in Eastern Europe that are outside of the EU and if so, are you just talking about Russians and Ukrainians?
Just wondering, because that's pretty wild if people from the EU bloc are coming to Mexico and willing to spend a couple of weeks in jail, before applying for asylum. -
European Union people don't have to come here through Mexico, their passports allow them to come to US visa free and stay up to 90 days.
Rarely any of them decide to overstay, but I did meet few young Brits who decided to not go home.
Funny fact but when I came here summer of 2004, tons of illegal Polish people were still here, but by the end of 2005 majority of them left, because Poland joined EU and they could start working anywhere they wanted and not be far from home.
I believe within next two years Romanian and Bulgarian (part of EU, but cant come to US visa free yet) citizens will be also allowed to visit without Visa. After that happens you will start seeing Romanian Gypsies at every intersection asking for money. Look them up on Google, not very pleasant people, don't want to work whatsoever.
