The OOIDA case was against the FMCSA and had nothing to do with Congress. EOBRs will be mandated simply because the perception is that truck drivers don't follow HOS regs, as required. The few that don't follow the rules are much higher profile then the majority that do and that drives the perception, whether right or wrong.
As to the rumor of the EOBR makers lobbying for them, to drive their profits, the same could be said about steer axle brakes, three point seat belts, ABS brakes and numerous other mandated devices and technology.
After 32 years I'm still waiting for the reimbursement check from Bendix for the front brakes I had to put back on my KW.

You can bet that the current legislation will remove this mandate, so the "interested parties" can move forward with making this a mandatory requirement for EVERYONE. It's buried so deep in the currently debated HR's, that I'm really not going to take the time to read the whole thing, in order to find it (I'll leave that to OOIDA, that's what we PAY THEM FOR)...

The reason I didnt know is because Congress tried to slip it into the latest extension. The reason they have been extending the bill for 3 years is because they do not have the votes to pass it. An extension means that no changes can be made to the last one passed (which did not include the OBC rule).
I dont think this one will pass either so it will just be another CR (without the OBC rule). -
