Dewalt battery angle grinder is the most effective. Otherwise a ratcheting cable cutter will work

You need wire rope cutters.
I use these all the time in tankers; they cut through those wire rope seals like a knife through butter. Even the thick ones. Those kinds of seals are the only ones we use in tankers. They use to kick my butt too when I drove for Tyson. Tore up a lot of tools.
Knipex and Felco make good ones (Felco C7). I recommend getting a good pair.

Just an FYI, my drivers are not allowed to cut seals. We had one Midwest seafood processor claim they didn't give the driver permission to cut the seal, and they filed a claim with the video of the driver cutting the seal, and we had to pay for it (well, insurance did), and it wasn't cheap.

Take the bolt cutters and hold them vertically with the seal. Cut in between where the wire joins into the seal. Both pieces of cable will fall off and you can remove seal.

With those steel cable seals, I always cut the metal piece the wire goes through and not wire itself. I use bolt cutters and cut the metal in-between the wire long ways.
