You will have to have the DOT number period. Pay the 2290 HHUT $550.00 per truck, doesn't mater if you leave the state or not. You need a EIN from the IRS which gets a copy of the PAID 2290 on each truck you need to tag.
You'll most likely have to pay a county tax and get a county tag which lets you run intrastate only unless you buy permits to go out of state.
