Took me all of 3.5 years to finally win that second time. Insurance companies can lose, but delay for a long, long time. I had a great lawyer too, but the games the insurance companies play...funny too, when they finally lose..?? there are interest payments they MUST now include..>!!!
Seems it would have been easier (cheaper) to pay up front, right..???

We were side swiped by a driver who fell asleep in Connecticut last summer and were worried the guy would try some nonsense after the fact, but the trooper was adamant that the evidence showed that he hit us, took statements and issued a citation to the car driver on the spot and mailed us a copy of his report a month later absolving us of any responsibility.
I don't know how taking the evidence back to HQ and looking through it to issues a ticket could reasonably be explained to a judge, if he examined the accident in person and didn't see it.
I know speed cams and dash cams add a new variable to tickets-after-the-fact, but that is new evidence presented after the fact. Seems very suspicious that a police officer could absolve you at the scene and then mail you a summary offense. -

Lots of things the general public does not understand about any type of investigation, and that includes traffic accidents. Most usually if a ticket is likely to be issued, it will be then and there.
However, in the OP's case, (OBTW, I may have missed it, but I did not see where she stated that she was or was not issued a ticket.) Anyway, from the way she describes it, this sounds like a chain reaction collision. Or, it could be a series of several collisions. We don't have enough info to know here.
But in serious, or multiple vehicle crashes, there is often a lengthy investigation. Among things that are investigated, and play a part in who, (if anybody,) gets a ticket, are unusual road/weather/traffic conditions. Now this can usually be determined by the investigating traffic cop at the scene. But maybe not. Unusual conditions, could lead to the necessity to make some trial tests of how particular vehicles, with particular tires, respond on that particular type of pavement. Is there a hill involved. Is there a crown in the road that can make a difference. Is the pavement wet. Is there gravel/debris on the road. Is there an oil slick there from a recent vehicle fluid leak. Are there any other number of factors which need to be taken into consideration.
Such as, "we have traffic blocked, it is rush hour and we need to get this road open. Mark the location of the POR (Point Of Rest) of each tire of each vehicle with spray paint, get the disabled vehicles out of the way and get the road re-opened. We'll come back and take measurements after rush hours are over."
Also, what about the vehicles involved. Is there a mechanical condition with one or more of the vehicle that could have caused or at least had a bearing on this crash.
Do we have impaired drivers. If people are injured and transported in ambulance to hospital, the officer is not likely to have much, or any time to talk with them and make an evaluation. It could be some hours, or in some cases some days before the person becomes available to talk with. And it will take a few days to get the results of blood tests back.
If you have a fatal, you will have to wait for the results of the autopsy before making a decision on who was exactly to blame.
There are many variables that go into these reports. Sometimes. Depending on the seriousness of the crash.
So in a nut shell, it is not only possible, but quite likely that the traffic cops on scene will not issue a citation, until they have had a long hard look at ALL the evidence. If the situation warrants it. -

the o/p was in a multiple accident...there IS a difference in investigations . -
