Are there any US cities or metro areas that restrict truck operation during peak traffic hours? (example I've seen - the Mexico City area has extreme measures and prohibits truck traffic between 6 am and 10 pm during weekdays.)

no! there's not. just rstricted routes. and low weight limits for city roads. you have to pay attention to the road signs in this country. the best thing to do is buy a motor carriers map and read the details in the front of the map. it will will help you stay out of trouble for the most part.

The motor carriers atlas states that there are operating restrictions on the Long Island Expressway during peak traffic hours but I don't know what they are exactly.

You will mostly run into those type of restrictions running heavy haul - over size/over weight.

or if your local construction in the neighborhood. or whatever operation that runs through neighborhoods. like garbage collectors.
in utah, no trucks between 10 p.m. - 7 a.m. in the hoods. -
Used to be in certain portions of the Twin Cities, but before I started driving trucks. It was during the rush hour on some roads from what I heard.
There are places in Chicago, Lake Street under the elevated railway for example, that restrict turns by trucks to certain wider intersections and they actually narrowed some further to remove the temptation, I think.
There are other places in other cities that do the same. -

As far as routes, we used to take 50 south of Monee to get to Manteno so we did not have to run through the town of Manteno. That route also happens to bypass the I57 scale.
There are no signs, it is not on the rand atlas, but a full sleeper truck and trailer is "over length" for a small stretch of road. Nice little trap for those trying to hide from the scale. I might imagine there could be similar type traps on the easiest bypass roads used.

There is also a place in Milwaukee, going to the Chrysler plant, that is one route 6am to 6pm and another route the other 12 hours.
