That looks to me like the slick road played more of a roll than the wind. As one who traverses WY twice a week, every week... I have seen a few blow offs/overs in person. The trailer didnt even rock a little bit... Even a moderately windy day in WY will rock a trailer pretty good, even a heavily loaded one.
As an interesting side note... WY does NOT define what a "light" vehicle is. So basically if they have the signs out saying "Closed to light high profile vehicles" and you get blown over or off the road you will be held responsible for any and all expenses/fines related to the clean up... Reguardless of how heavily loaded you are... 20k or 200k, signs lit, you in ditch... Well, I could be completely wrong, but I would venture to say that he possibly engaged the Jake Brake bc the truck did the hard right jack knife even though the wind was blowing straight towards the median, then once he was jack knifed the wind just blew him across the road into the median.
