This radio is a repackaged Uniden PC 78 and has been renamed, Good local AM legal CB radio.

I'm guessing a magic marker wouldn't completely black it out. Try it on a little bitty place and see what it does.

Take it to a competent cb shop. They can add a resistor inline, or replace the existing resistor with one of higher impedence on the dim side of the switch.
This is what was done to the cobra 29 bt's, and 29 chrome when similar complaints were made of their bright blue lights. The road king has a uniden chassis, and should be similar to the cobra 29 chassis.
Finding a competent cb shop could be a challenge though...Ougigoug, rabbiporkchop and A_C_Cooper Thank this. -
Which way to turn mod up

If you are referring to the modulation in the radio. Possibly turning the pot counterclockwise will increase the gain. The best thing to do, is to take a fine point black marker and mark the side of the pot before you turn it. . That way you can always set it back to its original setting if you go the wrong way.
