After listening to the entire interview on Road Dog Trucking News:
The EPA has granted CARB enforcement rights on the SmartWay rule. This means that all trucks and 53ft van type trailers will have to be SmartWay certified. Tailers will need to have SmartWay Certified low rolling resistance tires and some kind of SmartWay certified aero dynamic enhancement. Tractors 2011 and newer will have to be SmartWay Certified as well. The problem is that SmartWah certification comes at the factory and there is no current way to certify a non certified tractor already on the road. 2010 and older tractors will need to have the certified low rolling resistenance tires and side fairings installed to be complaint. CARB cannot start enforcement of this rule until the EPA puts the granting of permission on the Federal register which they have not done so yet. That is expected to be done within the next 60 days. CARB also says that this rule has been on their books since 2010 and there will be no grace period once enforcement can legally start. This only applies to tractors pulling 53ft van type trailers (i.e reefer and dry box). Does not apply to flat bed, pup trailers, tankers, or bed buggers.
This sucks because I know the '12 Cacadias are not SmartWay certified and not sure about the KW's or the '14 Cascadias. The only SmartWay certified trucks I have seen here at JCT are the '15 Cascadias. A SmartWay certified truck will have the SmartWay logo on it. -
My '14 evo is certified. They have a sticker on dash below the suspension valve.

That is good to know. I can't find that anywhere on my '12.
