?s on base coax and wilson 1000

I installed a new pl259 on my base coax... i can recieve ok but when i transmit its just noise... signal goes out but nothing more than noise... is it radio or did i hook up the connector wrong... also i installed a wilson 1k on my jeep.. its a rooftop mount... my whip is all the way down and it is the best swr.... 1.1on 40 and 1.3 on 1.... is that normal.. the manual.says instert 1 inch in for best swr.... thanks o another stupid ? i have a cobra 29 with rfx75 pushing 110 watts... i hooked it to a astron 20 amp pwr supply... it turned on but i keyed mic and radio fuse blew... is the supply too strong or weak or other problems... thanks
