I agree with what was said above about the benefit of having a "recruiter" and safety manager (as long as it's manageable) as one person. It's not about filling seats; it's about safety and a safety manager first priority is safety. Now if he is also overseeing who gets hired he can make his job a lot easier by hiring the best qualified and someone with a good safety record.
Another plus is as we all know recruiters will tell you anything to get you in the door and you will never see them again. When you have a problem and you can go back to the same person that hired you (we are only 40+ trucks so the safety manager is also the driver manager and recruiter) it's only logical that you are not going to be lied to.
