I think some of this has already had an effect. Im seeing more and more brokers saying "must speak English"

Good it'll weed out those creating chaos trying to make u-turns or unsafe maneuvers because they can't read English....

Sean doesn't read his own rules.
When is Sean going to do his job and go after carriers that hire non-english speakers.
He has no authority in the rules to go after shippers or brokers for non-english speakers. I wish he did, I wish he would. But, until a law is written, he has nothing and will do nothing.
