    Great. Now if only they would start policing shippers for hazmat violations - which FMCSA actually does have jurisdiction over.

    The way to do it is hold the shipper liable for the actions of the carrier for the duration of the load. As it is, if a carrier causes an accident it is challenging to sue the broker and almost impossible to sue the shipper. Changing the law would have a bunch of side effects, some of which would undermine the entire concept of corporations.

    The easier thing would be to make all CDL holders take a written test at license renewal.
