It's tough. But any owner of the truck would like to locate it when needed. If there is no network, then you can just pray for the best.
But since owners invest a lot of money into it, it's a game one might not willing to pay or risk.

And brokers sometimes want to track locations. It's mandatory or you need to pay a fee.

 

But even they need to carry satellite radios.

 

Maybe you should buy the equipment yourself, invest, do the adjustments, and then hire a team player who will work with you?

IF that's your dream, then create it yourself. If you believe it in IT then do IT.
Many of us here risked it too when getting into it.
