It probably needs to be insured so whoever buys it can test drive it, take it to a mechanic, ect... Im sure the DOT does not require it for the SALE, but it still needs insurance to be driven on a public road.

2 years back taxes. Might be different by state.
Some states require inspection for vehicles transferring states.
People buy vehicles all the time and never license them for one reason or another. They just turn around and sell it. -
