I think we need to form a committee to study if forming a committee to investigate the potential of forming a committee to determine the actual problem, then forming a committee to study possible issues concerning the potential of finding a series of possible solutions to the problems the other committee found before we commit to a committee to decide the actual process of solving the perceived problem, then a committee must be formed to submit the information to the appropriate government agencies that oversee committee actions.
