Shady or not?

    My guess is that this shop is prioritizing the more lucrative emergency road service calls, along with putting their regular fleet customers' needs ahead of your own. I'm also thinking that they're not looking at you as a regular source of repeat business, so you're probably going to be pushed to the bottom of the list.

    I agree with the smith of wind. My local shop does this to me all the time, I know they do it, I don't care. They have guys calling screaming their heads off that they need their truck, or their big fleet customers, and they put them in ahead of mine. However, they always give me reasonable prices. I call and ask politely how things are going, I tell them I don't need it fast, just do it right. IMO, they charge those screaming and cussing guys out the nose and give me a break on my bill. I just try to put my truck in the shop when I'm ready for a few days off.

    Why not contact a local attorney? Usually they won't charge you for an initial consultation. Just on principal alone I would call an attorney to try and get him to threaten a suit against them if at all possible.
