shifiting into low gear

I have a VNL 660 and I am unable to shift in low gear....took it to the shop and the problem isnt fixed. Any one had this problem before?

Could be a number of things from an air leak, to a bad valve, bad knob, broke synchronizer, etc... What is the model of transmission?
