Has nothing to do with who it is. It has to do with any shop adding a $700 bill after the agreed to price is paid.
It's sad you don't see that as the fraud it is.

Even if it's a legit charge, it wasn't part of the agreement. That charge could very well make the person getting the work done decide to go elsewhere. That's why many states have laws dealing with addons and estimates.

I will argue until I am dead, that their BILLING mistake does not make it right for him not to pay.
If this is an honest mistake.
When I was a kid my father made me walk 1.5 mile to a grocery story to return extra change because the cashier made a mistake.
I see I must be from a different planet though.

We'd need to see the agreement or hear what exactly they agreed on. But my experience tells me that it is next to impossible to agree exactly on how many hours of work a given task might require. So you agree that they commence the work and they let know how the progress goes.
If it exceeds the expectations than they are to let you know about it, or you see it yourself and you can always abort. If you don't abort then the hours are your liability. Assuming that the hours are honest and accounted for as a result of the work ordered, not some fraudulent attempt to squeeze more money from the op, which is something possible too.

Absolutely you should. I would do it in a heartbeat and have my kids do it too. As a matter of fact, I am disappointed about your not to have done it yet.
You out of all people strike me as a law observing individual and that itself implies higher than average ethical standards.
See, someone made/manufactured the product for which they won't be compensated. Or home depot will be at loss for providing you the product without collecting the pay.

Please return the items or pay for them. Do the right thing and I'll thank you for it.

Honestly ill stick by what i said. If the ticket says $4000 and paid on it then he needs to call T/A corp. I would also add that he needs to check the bills. If they included the labor on the invoice but it didnt get added to the final recipt for whatever reason then yes pay it. If not talk to corp they can sort it out because if im told i bought something for $4000 everything i had done is on the recipt and i then paid and drove away then you come back the next day wanting more i would be suspiscious as hell

The OP never said what work was done, or how long it took. That would sure help. I’ve had to argue it out a few times over the years. Right is Right. Wrong is wrong. They charged him $900 for Labor. Surely he knows whether they worked 9 hrs. or 16 hrs. Depending on the Service some of it may be flat rated, like an oil change, or tire repair. I’m surprised they called him, at all. Must have been a Supervisor that caught the mistake. I’d make sure it wasn’t an employee making a mistake and overcharging Me. Depending on the work done, for the $1600, I may or may not argue with them. If I owe it, I’ll pay it. They will walk all over you if you let them. TA stands for take all. As in take all your money!!

I agree 100%. I am also for verifying and making sure that everything is correct, before sending additional money.

I personally wouldn’t lose a bit of sleep if TA was short paid. My only concern is for the worker that made the mistake being reprimanded or fired. Wouldn’t want that on my conscience.

I don't know about labour hours cataloge, where they exist or what the best way to ensure fair charge would be.
Some of the mechanics/technicians I see are slower than others and perform their tasks at a snail's speed. It doesn't mean they are bad mechanics. I'd rather have someone do it slower but fix it good instead of faster and superficially.
The question is should they charge the same rate per hour.

Neither would I but only as an individual knowing that they are not the saintest themselves but as a business it is unacceptable.
That's the right distinction too. We don't want a low wage clerk to be short on their till. It happens a lot. A lot. With comcheck advances, cash transactions for fuel etc.
How many times did I have to waste my time waiting on them to fix something instead of just going out of there and how many times I sensed more of a rebuke than gratitude towards me, like they did not care and I was at fault to give them problems. Lol
