Should I change the fuel-water seperator when I change the fuel filter?

Why did he say it did more barm than good? I have algae in my tanks and have been using Kill'em. Yes, it does plug up the primary filter with dead algae. That is what it is supposed to do.
When you run your fuel level down, look at the bottom of your tanks and see how much crud is there.
