Yes he is correct. I'll hunt the law in particular and yes it's rarely enforced. Infact it's really important to gain fluency in English.
When I was accepted into the deaf school as a child, they use a totally unique language dating back 500 years. But for me to learn? They taught me ABC, numbers and snuck in a few profane words and I had a week with about 70 other deaf, none of whom spoke a word (Nor should they, the quality of the voices is not worth it) by the end of that week and first month and year I was able to do well with that language.
If you were a Spaniard and heard me speak Spanish which is not my native language near Mexico out of necessity, you are going to laugh so hard. And that's fine. I know my Spanish is horrible. Comical even. So they crack jokes. Just a example. If I had to stay in Mexico 6 months I'll learn that language out of necessity. But they will still laugh and point.
The FMCSA does have a law requiring English of truckers. HOWEVER they recently examined ways to fiddle with that law and decided to leave it alone "And not enforce or require testing"
