Not sure what the criteria is to tag a tractor & trailer as an RV. I had considered running a log book any way just to be on the safe side. Lets face it, its not like it's being driven every day, so a log book is no big deal. I also wouldn't take the chance of blowing by a coop as that would likely just be asking for trouble. I was just trying to figure out if I could more or less tag it to keep from all the heavy use road tax, IFTA, 2290 and all those other things that O/O get raked over the coals for. Probably would not be entering any contests that would have a winnings payout, so I don't think that would be an issue.

Your guess is incorrect. What @Cottonmouth85 and @Long FLD stated.

This what is wrong with dealing with law enforcement. You would think that being a former DOT officer, he would know that. You would get the ticket, and have a guy put you out of service for not having a log book, when you don't need one.

It's pretty simple. With no DOT number on the side and with "normal" or historical tags you are not a commercial vehicle. Therefore you are not required to pay IFTA, 2290, etc. Don't overthink it.

Many people also get confused regarding "not for hire". If you are in business, and haul things, you need a DOT number. If you only haul your product or equipment, then you are "not for hire". You do not have an MC number, and you do not have operating authority, but you are still subject to all the rules and regulations of the FMCSA.

If you are not hauling as a business, for example you retire, and use your truck to haul your 5th wheel camper, and never use it for business, you should register it as an RV, and remove any business door signs. You no longer even need a CDL to drive such a vehicle.

I can assure you that grampa isn't keeping a log book while driving this thing.

If his state will allow that. I have a 1961 IH B160 that I was going to put historical plates on "was"... When I called the DMV I was told that larger vehicles could not use Antigue / Historical plates, Dang!

I know in Virginia you can use an antique plate on a tractor because I have seen them at a truck show, however I'm not sure about New Mexico where I'm from. Will be something I need to check on.
