Not confusing at all, the temporary orange sign indicating that you are in a construction zone ALWAYS takes precedence. Usually, the permanent signs are covered with a piece of cloth or wood. If not, common sense should prevail.

It's amazing how many "rules of the road" there are, rather than using some common sense.
I'll give an example. I've hauled oversize loads, primarily rail equipment. I was coming off of a job-site with a scrap tub filled with all of the little bits of scrap from a derailment. I saw an oversize load in the rear-view mirror, I was just cruising along at 65mph, he was running faster (trying to get into town before curfew I'm betting).
Where we were at the right lane had way more shoulder, and having passed trucks with oversize loads myself, I knew it was a pain in the ### to run around them on the left side when I'm thirteen and a half feet wide. So I got on the CB and asked him if he wanted around me. He did. I told him, stay in the right lane, I'll push out to the left on the left lane as far as I can, that way you have plenty of room to hang your load over into the shoulder. Now we're not on-top of each other trying to do a passing maneuver.
He gets around no problem, and him and I chat on the CB for the next few miles before we're out of range.
Or, another one, when I was oversized. I was wide coming down a two-lane road and had a grain hauler come up behind me. Again, I got on the CB and asked him if he wanted to get around me. He did. Now, as this was two-lane road, it meant orchestrating the pass a bit more. I told him I'd be his eyes and let him know when he had a large enough gap to get around me. I told him to stand on it when he gets out to pass, and I would be backing out of it, so he can get around me as quickly as possible.
And all was well, he passed me, no one was pissed off at one another.
Now, I won't lie. I've had the moments where I get angry at someone doing something stupid while passing. But, a little common sense will prevail. -

It seems the experts who realize we aren't smart enough to know when to sleep or take a break haven't informed the sign dudes just how limited our abilities are.
