Not very skilled at dodging answers , are you ? There are thousands of drivers out there that never went to CDL mills and thousands that have BMI or neck size above recommendations that didn't have sleep studies . You cannot find anything where insurance companies dictate who must have sleep studies . It's strictly up to the examining physician .

Some of us actually have to work for a living, not play on the computer all day...

The insurance companies want some cover from the possibility of a big liability judgement from a driver falling asleep at the wheel and killing someone... so they require a sleep study. Some carriers just apply it to everyone (SNI) others do it on a doctor's diagnosis.

Try Googling "negligent hiring." You'll get info like this link...

    http://www.iso.com/Research-and-Analyses/ISO-Review/Negligent-Hiring-Employer-Risk.html

It's a big-time risk for employers. Sorry Rick, this isn't the world of 35-years-ago. In 2013, a carrier is taking a huge risk employing anyone without a paper trail, i.e. a driving school diploma. Or screening for sleep apnea.

Most of the ones who are around without going to a CDL mill got granfathered in when the laws changed. Back when you started driving, all you needed was a chauffeurs license. This isn't the case anymore.

The insurance companies are scam artists. You go get your car insured for 1 million dollar coverage but then you insured you semi for 1 million dollar coverage and you pay 10 times the price for the same exact coverage. The word commercial is the only difference in the field but the coverage is the same exact coverage by the same exact owners of the insurance companies. when it is time for then to pay out the money you gave then is all ready gone and spent on their new cars and new boats and new houses. And who do you think owns the insurance companies, billion dollar bankers and owners who makes billions of dollar from you every year. The insurance companies are scam artists.

Really ? Post "the law " requiring CDL training . FMCSA still hasn't come up with training requirements yet and once they do finalize them it'll take a few years for them to go into effect . Anybody with basic driving skills can rent a truck and trailer and got to the DMV and get a CDL A . The problem is CDL mills turn out too many graduates without basic driving skills . Insurance companies are fools if they think a CDL mill training certificate is worth anything . Do they really think these people still having problems shifting , turning , or backing up after 2 or 3 months are less of a liability because they paid several thousand dollars for a piece of paper and passed the DMV test on their second or third attempt ?

    From an FMCSA study

    http://www.fmcsa.dot.gov/facts-research/briefs/SleepApneaCrash-RiskStudy-TechBrief.htm
Fatigue related crashes are not the result of too little sleep caused by sleep apnea but by drivers pushing themselves to try to stay awake too long .

No argument from me... it's a huge scam. Until you need them to pay off to cover a damage claim...

Yup, and if it's anything like their usual attempts to please the pressure groups, it will not be very different than the status quo today.

-rearranging a bit so that this is slightly coherent...

Can't have it both ways Rick... you must have "basic driving skills" to get into a commercial driving school in the first place.

The price of the paper it's printed on. No one could afford to go to these places (including community colleges) if they really provided comprehensive training. Legally though, the diploma is conferred under state laws covering vocational training... which gives the employer and their insurance provider something to wave around in a court room. "Look, it's not our fault this guy is a moron!"

I bet there's days when YOU have problems shifting, turning and backing up.

Interesting statement on a number of levels. So you're advocating taking idiots straight out of a 4-wheeler, putting them into a CMV, and calling it done? Even the little training that the mills provide puts their product heads above what that average moron with zero experience has. Which brings up another point... exactly where did you get your CDL? Some place that doesn't require much of a knowledge of the FMCSRs evidently. Joe Schmuck, straight off the street can't just rent a truck and trailer... it's not legal for him to move it without first having a CDL, and any road test examiner who doesn't throw the book at some clown that just shows up with a truck (sans CDL) should be sacked.

Get your medical license out of the same Cracker Jacks box you got your CDL out of???

This is the same outfit that passes off the nonsense that because some drunk teenager just rear-ended you, means that YOU are a risk for CAUSING more accidents. The same outfit that actually believes that CSA actually promotes safety.

The insurance companies (scam or not) are the principle target of personal injury lawyers when Joe Schmuck with zero CDL experience (ala the RickG method) and a bad case of sleep apnea, falls asleep at the wheel, while violating beau coup regulations. That's why, when Mr RickG approaches his insurance company about hiring a new driver, they want complete documentation on Joe Schmuck and his driving history... before allowing you to continue operating with their insurance. No insurance, no trucking.

Driving skills aren't required to be accepted at or in some cases graduate from a CDL mill .

Wrong again . Several posts have mentioned trucks with licensed drivers available for rent at testing sites . All Joe Schmuck needs is a permit .

Again , nothing to back this up . You have multiple factors in one accident . Care to post the data on each ? In what percentage of accidents is inexperience a factor ? How about sleep apnea , what percentage there ? You're blowing smoke .

You're also driving a vehicle that's 10 times the weight (well, more like 15x) that's 10 times as likely to do 10 times the damage of that car when you hit something.

If you can't demonstrate adequate skills to control a large CMV, you don't get a license. Ergo, you must have skills.

    § 383.23 Commercial driver's license.

    (a) General rule.

    (1) No person shall operate a commercial motor vehicle unless such person has taken and passed written and driving tests for a CLP or CDL that meet the Federal standards contained in subparts F, G, and H of this part for the commercial motor vehicle that person operates or expects to operate.

    (2) Except as provided in paragraph (b) of this section, no person may legally operate a CMV unless such person possesses a CDL which meets the standards contained in subpart J of this part, issued by his/her State or jurisdiction of domicile.

Wrong? Which Cracker Jacks box did you get your CDL out of?

I don't have to. You're the one claiming that settled medical science is quackery. The insurance companies decide who gets a seat, and who doesn't- simply by cancelling an insurance policy if you don't kow-tow to their wishes. No sleep test, no driving school diploma, no insurance. It's very simple- and I don't have to show anything. I'm not in the insurance business.

This isn't the world of the 1980's... it's the very litigenous world of the 21st century, where any business owner stands to loose everything by placing an unqualified driver in a seat. Without an adequate paper trail, the business owner is risking everything... outside of his house and retirement investments. Everything. Negligent hiring lawsuits are the easiest thing in the world for a personal injury attorney to win. I don't have to show anything else to win the argument, because we all know that's the case.
