Small Fleet Ins.

I have a small company that i want to grow by adding owner-op. my question is how do i add trucks to my Liability and Cargo policy with the lease
out of pocket down payment.It cost me 2000 dollars down payment to add a truck.I've seen other small fleet companies adding trucks and not charging the
owner operator a down payment.
