I tarp indoors only..... if they tell me I have to pull outside, or they won;t allow me to tarp it on their property, it just doesn't get tarped. i tell them it won't be tarped and write NO TARPS on the bills, both their copy and my own. Twice I've had them tell me that was not allowed, so i had them pull the product off. There are plenty of other loads for me to pull that don't require me risking my life
so how do you handle the situation

SHC I am with you on not tarping Shingles, Same with Banded Brick, No Bands I won't load them, period..
We Haul bricks back from Ohio for an Amish company, they band the wholly crap out of their bricks, almost impossible to screw up on these loads, they band and use a plastic side wall, that is cut for each load.. Throw straps and away you go.. The best thing about the Amish folks is they have a decent rate, 545 miles back to Norfolk for 2200.00 plus FSC... show up at lunch be ready to eat and eat well..
For the OP as far as tarping in the wind, My Only advice is IF it looks like you can get hurt.. and the shipper won't give you enough help, let them know that you will not risk injury for their freight, and if they have any suggestions you are open to ideas...
As for getting the 4 inch straps over.. I have a 1lb steel ball wrapped in a Monkeys fist ( a sailors knot) that is attached to paracord or 550 cording, I have about 40 foot on the line, I have a VERY strong clip on the end a pair of small vise grips would work also, I attach it to the strap throw the monkeys fist over then pull it over, If you roll your straps with catch out you have to unroll the strap.. -
like i said, if i woulda known the load was 8 feet tall. and the winds were worse then where i was at when i booked the load.
i woulda said F that.
lesson learned. now i ask how tall the load is. i'm not doing any more 8 footers. and i'm trying to avoid tarps. but since i was in a dead state. been there all week on short hauls. on friday i said the heck with it. i'll pull some air somewhere just to get a load that takes me in another state over the weekend.
come monday morning. i'll be 2 states down. with a 4 foot tarped load. LOL. -
For throwing the straps over in the wind, I find it is easier to unroll the strap and then roll it back up with the hook inside the roll. So when u throw it, you are throwing the hook which adds weight.
