Some of these emission testing bays have been built for some time. What do you think that building right behind the Northbound I-15 scale is for? Wasn't just to get out of the rain to do an inspection. They don't even need a building, they have mobile units on the road now going from company to company, they've had mobile units for sometime now. Go back about 10 years to the 91 scales, anyone remember the guys there sticking a sniffer down their smoke stacks. I sure as heck do.
They don't work in conjuction with the CHP, lol. Yeah, ok. You probably don't beleive they have any affilation with the DMV either, huh? -
They cant afford the man power to truly enforce the bs carb laws. The 5k miles exemption is funny since who is gonna check every trucks miles that hits California. Lots of old iron running around last time I checked and I find it hard to believe it's gonna change very easily.

Cross a scale in CA and they imput your truck numbers into their computers. Fail to report miles driven, fuel purchases in CA, now your talking tax fraud.

Last time I got inspected in my old truck, the CHP officer told me I should wait till last possible moment to upgrade. He stated they have nothing to do with CARB enforcement.

There are alot of exemption to the coming rules. Small fleet, 5k miles, map restrictions- plenty of ways to get around this BS.

It's a 1,000 mile exemption, not 5,000. The 5,000 miles is for trucks that do not go more than 5,000 for the entire year in ALL states. The 1,000 miles is for travel in California only.
I have the "good faith" exemption so I'm good till July.
